I think what galleliao1663 was talking about was the fact of escalation. He is more afraid that when people start protecting themselves the criminals will start increasing their arsenal.
Well galliao1663, it is possible. Criminals will increase their stockpile or try to if regular citizens did increase their arsenal and carried guns. Yes they probably would.
Here is a real life example, that you should think about. in Iraq in 2003, roadside bombs were being used and yes destroying humvees. Soldiers would place sacks of sand on the bottom of their humvees to protect them from the blast. Now we have upgraded our humvees to Up-armored humvees, and in fact you cannot go into Iraq without an uparmored humvee.
The insurgents have of course increased their explosives to attempt to get through the armor. Now they are using Iranian made EFP (shaped charges) to get through the up-armored humvees.
Your way of thinking would be like, not uparmoring the humvees because insurgents will upgrade to more powerful explosives.
If civilians did armor up and more civilians did carry arms, yes criminals will upgrade as well. This is escallation, but this conflict always upgrades.
It's is a fact of life and downgrading so criminals will downgrade is actually insane.
